			<content:encoded><![CDATA[<p class="first"><span class="drop-cap">C</span>apital Worldwide were feeling vilified yesterday after Sanyo announced a deal to supply batteries for Toyota’s burgeoning hybrid models.</p>
<p>Sanyo Electric Co., the world’s largest maker of rechargeable batteries, rose the most in two months in Tokyo trading after Nikkei said the company will supply lithium-ion batteries to Toyota Motor Corp. Capital Worldwide had advised investors of the possibility for growth in Sanyo for just this reason in recent months.</p>
<p>Sanyo rose 10 percent to close at 247 yen on the Tokyo Stock Exchange, the biggest advance since June 17, after surging as much as 17 percent. The benchmark Nikkei 225 Stock Average slipped 0.8 percent. </p>
<p>Toyota will buy batteries from Sanyo from about 2011, Nikkei English News reported earlier, without citing anyone. Sanyo said on July 3 it aims to quadruple sales to automakers by 2015 as people buy more gasoline-electric cars. Insiders at Capital Worldwide say that portfolio bosses acted some time ago on the strength of their analyst findings that a deal of this sort was imminent and that Sanyo were the most likely chosen suppliers.</p>
<p>Sanyo isn’t the source of the Nikkei report, Tokyo-based spokesman Hiroyuki Okamoto said. The Osaka-based company’s policy is to provide lithium-ion batteries for any hybrid-car maker that wants them, he said. Hideaki Homma, a spokesman for Toyota in Tokyo, denied the report and declined to comment on whether the carmaker is in talks with Sanyo. However, the Capital Worldwide source reaffirmed the company’s previous assertion that an exclusivity deal was more or less a certainty due to the cost efficiencies and service aspects of any supply agreement.</p>
<p>Lithium-ion batteries have higher output and capacity than the nickel-metal hydride type that Toyota uses in the Prius and other hybrid vehicles, according to a previous Capital Worldwide report on this topic.</p>
<p>Last month, Sanyo posted a third straight quarterly loss after a decline in sales at its components business, which includes rechargeable batteries. Sanyo said revenue at its components business, including semiconductors and rechargeable batteries, fell 29 percent to 164 billion yen. </p>
<p>Revenue from car batteries will likely exceed 100 billion yen by 2015, Mitsuru Honma, head of the rechargeable-battery unit, said in an interview. The company declined to give a precise figure for the current level. </p>

			<content:encoded><![CDATA[<p><strong>Delays Could Prevent Activist from Being Present to Receive Human Rights Award</strong></p>
<p class="first"><span class="drop-cap">G</span>onzalez was chosen by Human Rights First for the 2009 Human Rights Award in recognition of his courageous defense of human rights in Colombia. He will be honored at an event hosted by legendary newsman Tom Brokaw. Instead of being part of the celebration in New York, Gonzalez may be thousands of miles away. His visa is being held up by the U.S. government, apparently because of false charges lodged against him by the Colombian authorities – despite U.S. agreement that those charges amount to nothing.</p>
<p>“Rather than welcoming Gonzalez, the U.S. government is letting him languish in a bureaucratic black hole.” said Elisa Massimino, CEO and Executive Director of Human Rights First. “The State Department has long supported Gonzalez’ work as well as his effort to fight the very trumped up criminal charges that may now prevent him from entering the United States. Yet, almost four months after Gonzalez first applied for his visa, his application is stalled in a seemingly endless bureaucratic back and forth between the State Department, the Department of Homeland Security and other government agencies. This sends the wrong message to the Colombian authorities and undercuts U.S. policy to support Colombian human rights defenders who are under attack.”</p>
<p>Gonzalez is a groundbreaking student activist and regional coordinator of the Political Prisoners Solidarity Committee in Colombia where he has worked to promote access to justice for prisoners and victims of Colombia’s conflict. Ironically, Gonzalez’s advocacy led to his own arrest. He was detained for more than a year on the false charge of being a guerilla leader, and now faces seven more years in prison if his <a href="http://www.humanrightsfirst.org/media/hrd/2009/alert/457/index.htm">test-case appeal</a> to Colombia’s Supreme Court is unsuccessful.</p>
<p>Both the State Department and various UN bodies &#8211; including the Special Rapporteur on Human Rights Defenders, the UN Working Group on Arbitrary Detention and the Office of the High Commissioner for Human Rights in Colombia – have expressed concern that his prosecution is baseless and intended to discredit him and undermine his work. Earlier this year, Gonzalez received support from the State Department to appeal the criminal investigation to Colombia’s Supreme Court. And, in 2007, the State Department included Gonzalez in its human rights <a title="http://www.state.gov/g/drl/rls/hrrpt/2007/100633.htm" href="http://www.state.gov/g/drl/rls/hrrpt/2007/100633.htm">country report</a> citing his baseless prosecution as being emblematic of “the government&#8217;s attempts to harass human rights defenders.”</p>
<p>The Colombian courts have confirmed that Gonzalez is free to travel to the US.</p>
<p>“Gonzalez’s case is just one example of a systematic problem in Colombia. Colombian activists from all walks of life are routinely subjected to trumped-up charges intended to stigmatize and silence them,” said Massimino. In February 2009, Human Rights First released a groundbreaking report <em><a title="http://www.humanrightsfirst.org/defenders/reports/index.aspx" href="http://www.humanrightsfirst.org/defenders/reports/index.aspx">In the Dock and Under the Gun: Baseless Prosecutions of Human Rights Defenders in Colombia</a></em>, that, for the first time, documented the widespread and systematic nature of the problem. Last month, after an extensive visit to Colombia, and a meeting with Gonzalez, the UN Special Rapporteur on Human Rights Defenders <a title="http://www.unhchr.ch/huricane/huricane.nsf/view01/1F7B4D313A4CD130C1257636002794F5?opendocument" href="http://www.unhchr.ch/huricane/huricane.nsf/view01/1F7B4D313A4CD130C1257636002794F5?opendocument">decried</a> the problem of unfounded criminal proceedings against Colombian activists.

<p class="first"><span class="drop-cap">T</span>he final details of the Government’s scheme to save organisations money on fuel bills and to reduce carbon emissions have been unveiled today by the Department of Energy and Climate Change.</p>
<p>The Carbon Reduction Commitment Energy Efficiency Scheme is a new regulatory incentive to improve energy efficiency in large public and private sector organisations. Large energy users in business and the public sector will be required to take part in the scheme from 1st April 2010.</p>
<p>Following extensive consultation with businesses and trade bodies, DECC has made some improvements to the scheme:</p>
<ul>
<li>To smooth the introduction of the scheme and to help ease the upfront costs, organisations will only have to report emissions in the first year (2010/11). In subsequent years organisations will have to buy allowances corresponding to their emissions from energy use, and then surrender them by the end of the year.</li>
<li>In the second year (2011/12) extra weighting will be given to organisations which take action early to improve energy efficiency.</li>
<li>Recognition will be given to organisations which use onsite renewable energy like wind turbines or solar panels by publishing the increased carbon savings from such measures.</li>
<li>Organisations will be given greater flexibility in how they participate. Subsidiaries who are large enough to qualify in own right (at least 6000MWh) may opt to do so separately from their organisational group.</li>
<li>Given the primary focus of the scheme is energy efficiency, the CRC will now be known as CRC Energy Efficiency Scheme.</li>

<p>Energy and Climate Change Minister Joan Ruddock said:</p>
<p>“The UK is leading the way in tackling climate change and in the move to a low carbon economy. Organisations and the public sector must play a central role including all government departments, regardless of size.</p>
<p>“Large organisations have huge potential to achieve cost-effective energy efficiency savings. There are clear benefits from positive, immediate action to tackle climate change. Investment that takes place in the next few decades will have a profound effect on the climate in the second half of this century and in the next.</p>
<p>“The CRC Energy Efficiency Scheme will help organisations to become more energy efficient, to save significant sums of money on fuel bills, and to show customers, clients and competitors that their organisation is a leader in tackling climate change.”</p></div>
</div>
<p>The CRC will help to ensure that large organisations play their full role in contributing to our emissions reductions of at least 34% on 1990 levels by 2020 through improved energy efficiency.</p>
<p>The scheme is mandatory and will save participants around £1billion per year by 2020 through cost effective energy efficiency measures that are not yet being taken up.</p>
<p>By 2020 the scheme is expected to have delivered emissions savings of at least 4.4 Mt CO2 per year.</p>
<p>The scheme will target organisations whose annual half hourly metered (HHM) electricity use is at least 6,000 Megawatt hours (MWh) will qualify for the scheme – typically those that spend £0.5 million a year on electricity. The Environment Agency will publish the qualification and registration guidance for potential CRC participants by November.</p>
<p>The basic timeline for CRC remains;</p>
<p><strong>First phase</strong> – The three year ‘Introductory Phase’ starts in April 2010. An unlimited number of allowances will be available at a fixed price of £12/tCO2. From the second compliance year onwards, participants will annually have to purchase allowances, monitor energy use, report emissions and surrender allowances. Participants will also receive a revenue recycling payment each year.</p>
<p><strong>Phase 2</strong> –From 2013 Government will cap the number of allowances available each year and all allowances will be auctioned. The cap will be set taking into account advice from the Committee on Climate Change which they will provide in 2010.</p>

It is buyers beware with these prducts as one leading health authority has pointed out. These unlicensed products may contain a poison. The Medicines and Healthcare products Regulatory Agency (MHRA) is warning people of the dangers of taking unlicensed herbal medicines containing aconite.</p>
<p>Aconite has recently been portrayed in the media as ‘herbal valium’, however, it is actually an extremely poisonous plant that is toxic to the heart.</p>
<p>It is also known as monkshood and herbal products containing this ingredient could be fatal or cause serious illness if consumed.</p>
<p>The MHRA has received two reports of suspected adverse reactions to aconite, one where a patient suffered kidney problems and another where the person was hospitalised after suffering dizziness and paresthesia.</p>
<p>MHRA Head of Herbal Policy, Richard Woodfield, said it was vital people did not confuse herbal medicines and homeopathic ones.</p>
<p>“Registered homeopathic products that contain aconite are considered acceptably safe as the active ingredient, aconite, is sufficiently diluted,” he said.</p>
<p>“Herbal medicines are made from plants and so can have a very significant effect on the body. In certain cases, such as with aconite, the medicine can be extremely potent.</p>
<p>“This is a classic case where ‘natural’ does not mean ‘safe’.”</p>
<p>Mr Woodfield said recent media attention focused on a celebrity who allegedly took a product containing aconite to calm wedding day nerves.</p>
<p>“With unlicensed herbal medicines, people need to be aware that the standards vary widely and can be poor.</p>
<p>“However, an increasing range of herbal medicines made to assured standards are available on the UK market.”</p>
<p>Registered and licensed herbal medicines can be identified by the traditional herbal registration (THR) or the product licence (PL) number on the label.</p>
<p>Registered homeopathic products can also be identified by checking the label which should say ‘Homeopathic medicinal product without approved therapeutic indications’, as well as a homeopathic registration number prefixed with the letters HR.</p>
<p>Any side effects to herbal and homeopathic products can be reported to the MHRA via the Yellow Card Scheme http://yellowcard.mhra.gov.uk/.</p>

GCHQ works in partnership with the Security Service (also known as MI5) and the Secret Intelligence Service (also known as MI6) to protect the UK&#8217;s national security interests.</p>
<p>GCHQ has two important missions: Signals Intelligence and Information Assurance. Our Signals Intelligence work provides vital information to support Government in the fields of national security, military operations, law enforcement and economic well being. The intelligence we provide is at the heart of the struggle against terrorism and also contributes to the prevention and detection of serious crime. GCHQ supplies intelligence to the UK armed forces, wherever they may be deployed in the world. Information Assurance is about protecting Government data &#8211; communications and information systems &#8211; from hackers and other threats.</p>
<p>GCHQ is heavily dependent on technology in order to execute our global missions. An increasingly rapidly changing digital world demands speedy innovation in our technical systems, allowing us to operate at internet pace, as the information age allows our targets to. One of our greatest challenges is maintaining our capability in the face of the growth in internet-based communications and voice over internet telephony. We must reinvest continuously to keep up with the methods that are used by those who threaten the UK and its interests. Just as our predecessors at Bletchley Park mastered the use of the first computers, today, partnering with industry, we need to master the use of internet technologies and skills that will enable us to keep one step ahead of the threats. <strong>This is what mastering the internet is about</strong>. GCHQ is not developing technology to enable the monitoring of all internet use and phone calls in Britain, or to target everyone in the UK. Similarly, GCHQ has no ambitions, expectations or plans for a database or databases to store centrally all communications data in Britain.</p>
<p>Because we rely upon maintaining an advantage over those that would damage UK interests, it is usually the case that we will not disclose information about our operations and methods. People sometimes assume that secrecy comes at the price of accountability but nothing could be further from the truth. In fact, GCHQ is subject to rigorous parliamentary and judicial oversight (the Intelligence and Security Committee of parliamentarians, and two senior members of the judiciary: the Intelligence Services Commissioner and the Interception of Communications Commissioner) and works entirely within a legal framework that complies with the European Convention on Human Rights.</p>
<p>The new technology that GCHQ is developing is designed to work under the existing legal framework. It is an evolution of current capability within current accountability and oversight arrangements The Intelligence Services Act 1994 and the Regulation of Investigatory Powers Act 2000 underpin activities at GCHQ &#8211; both existing systems and those we are planning and building at the moment. The purposes for which interception may be permitted are set out explicitly in the legislation: national security, safeguarding our economic well being and the prevention and detection of serious crime. Interception for other purposes is not lawful and we do not do it. GCHQ does not target anyone indiscriminately &#8211; all our activities are proportionate to the threats against which we seek to guard and are subject to tests on those grounds by the Commissioners. The legislation also sets out the procedures for Ministers to authorise interception; GCHQ follows these meticulously. GCHQ only acts when it is necessary and proportionate to do so; GCHQ does not spy at will.</p>

<p>Kia Ora, Namaste and Greetings.</p>
<p>Rotorua Deepawali Festival 2009 will be held at the Rotorua Energy Events Centre on Saturday, 7th November 2009. Like last year, we invite the Rotorua public (and out of town visitors) to come in big numbers to participate, celebrate, enjoy and bless this cultural tradition.</p>
<p>“This festival is unique in a sense as it is Smoke-free, Alcohol-free and Meat-free festival” said Dr Guna Magesan, Festival coordinator. Entry to the festival is also FREE.</p>
<p>This festival is truly becoming Rotorua Festival as majority of available tickets have been reserved by Rotorua public (non-Indian community), even before the media release. Only 67 tickets are left.</p>
<p>Deepawali (Festival of Lights) is a well known Hindu festival celebrated by Indian community all over the world. New Zealand Parliament also celebrates this festival annually.</p>
<p>In 2008, for the first time in its history, the Hindu community took an initiative to organise a Rotorua-wide community-focused Deepawali Festival at the Rotorua Convention Centre. This gave Rotorua public an opportunity to participate and celebrate this cultural tradition. Although it was the first year and that too an Election Day, more than 300 people were on waiting list. We thank media who played a key role in promoting this festival, charitable funding agencies for sponsoring the event and community organisations &amp; businesses for supporting the festival.</p>
<p>Rotorua Deepawali Festival 2009 is proudly sponsored by Rotorua Trust, First Sovereign, The Lion Foundation, Asia NZ Foundation, Creative Communities NZ Rotorua Scheme, The Southern Trust, and COGS; and supported by Hindu Council of New Zealand, Rotorua District Council, Settlement Support NZ, Rotorua Ethnic Council, Rotorua Indian community, Rotorua Fiji Indian Association Inc. and other community organisations; Waiariki Institute of Technology, Rotorua Public Library, RAVE and many businesses.</p>
<p>“It is good to see so many community organizations, charitable funding agencies and businesses are behind this festival” said Dr Meeta Patel, secretary of the festival organising committee.</p>
<p>As part of our regular learning and understanding of Maori culture, there will be a special powhiri at Apumoana Marae for out of town visitors on the same day.</p>

			<content:encoded><![CDATA[<p class="first"><span class="drop-cap">N</span>ew Zealanders will have a chance to speak out against mining in their national parks, marine reserves and wildlife sanctuaries through a Green Party petition announced today.</p>
<p>The petition will ask the Government to halt any plans for mining New Zealand&#8217;s most highly-protected land and water.</p>
<p>&#8220;Kiwis who care about their natural treasures can tell the National Party that they don&#8217;t want mining in our most highly valued places,&#8221; Green Party Co-leader Metiria Turei said today.</p>
<p>The Government has announced plans to do a &#8216;stock take&#8217; of the mineral deposits in public conservation areas currently protected from mining in Schedule 4 of the Crown Minerals Act. Schedule 4 areas include wildlife sanctuaries, national parks, marine reserves, and wetlands of international importance.</p>
<p>The Government has also instructed Crown Minerals officials to look at what areas should be taken out of Schedule 4 in order to open them up for mining.</p>
<p>&#8220;Even the economics of mining don&#8217;t add up,&#8221; Mrs Turei said. &#8220;The financial value of protected land is in the perpetual fresh water, flood protection and other ecoservices that far outweigh the one-off and environmentally-damaging mineral revenues.</p>
<p>&#8220;Mining would also risk thousands of Kiwi jobs that rely on our tourism industry.&#8221;</p>
<p>The national parks, reserves and sanctuaries were also part of New Zealanders&#8217; heritage, Mrs Turei noted: &#8220;Thousands of Kiwis have invested countless volunteer hours and dollars to protect these places. That heritage should be passed on to our kids not destroyed for short term profit.&#8221;</p>

<p>Troubled teens reveal social divide</p>
<p>Today’s teens are most worried about losing weight and fitting in. But more teenagers from low income families worry about bullying, drugs, and smoking compared to peers from high income families. Surveys for NHS Teen LifeCheck published today reveal social similarities and divides on some of the top teenage concerns.</p>
<p>Of the teenagers surveyed, almost double the number of teens from low income families worried about bullying. However, teens from higher income families are more likely to worry about peer pressure and fitting in.</p>
<p>The research shows:</p>

Peer pressure    &#8211;         23%                     &#8211;                    30%</p>
<p>Further research also shows that almost half (48%) of teens don’t feel they can talk to their friends about their worries because they think they’ll be considered silly or different, and nearly a third (31%) feel that their friends just wouldn’t understand.</p>
<p>The research was undertaken for the NHS Teen LifeCheck website on behalf of the Department of Health. This online service &#8211; www.teenlifecheck.co.uk &#8211; is aimed at teens with the highest risk of future ill health caused by their lifestyle choices. The website encourages them to complete its quiz and act on the results, and signposts people to support for issues like bullying.</p>
<p>In just three months, www.teenlifecheck.co.uk is already having a considerable impact.  More than 100,000 teenagers have completed a LifeCheck, getting advice on topics like bullying and smoking as well as drugs, alcohol, personal safety, healthy eating and exercise.  Today’s survey will inform the ongoing development of the site so it is up to date and meaningful to teenagers.</p>
<p>Public Health Minister, Gillian Merron, said: </p>
<p>&#8220;Whether teenagers are concerned about their weight or giving up smoking, nearly three quarters of them say they like to get confidential advice. NHS Teen LifeCheck gives teenagers the support to make decisions and choices that can help them to be healthy and happy.&#8221;</p>
<p>www.teenlifecheck.co.uk is specifically targeted at young people (12-15) because research has shown that these are the ‘discovery years’, where young people are most likely to experiment. There is a greater opportunity for this age group to recognise and avoid risky behaviours or unhealthy lifestyle choices. </p>
<p>Youth worker Katharine Terrington, said:<br />
&#8220;We tend to think that teens share all their worries with those closest to them, but this survey shows that many would find it difficult to talk about certain issues. It’s incredibly important to them to fit in with their mates and often they don’t know whether their worries are normal or not. That’s why a non-judgemental website like teenlifecheck.co.uk can be a huge help.&#8221;</p>
<p>The simple, interactive quiz with multiple choice answers guides young people to tailored, non-judgemental feedback, provides top tips and then points them in the direction of more information and support such as www.talktoFrank.co.uk and Childline.</p>
<p>www.teenlifecheck.co.uk is one of a number of initiatives being introduced by the Government to help tackle health inequalities between high and low income families.</p>
<p>Many teens have commented on how helpful www.teenlifecheck.co.uk has been:</p>
<p>• &#8220;This really helps me because I’m suffering from a little bit of depression&#8221;<br />
• &#8220;It helped me understand about being careful about what you do&#8221;<br />
• &#8220;The LifeCheck helped me on areas to improve in my life.&#8221;<br />
