			<content:encoded><![CDATA[<p><a href="http://www.irg.ky">Real estate in cayman islands</a> &#8211; Cayman on OECD &#8216;white list&#8217; Reuters 14 August 2009. The Cayman Islands has joined the global &#8220;white list&#8221; of countries using internationally recognized tax standards, the Organization for Economic Cooperation and Development said on Friday. The G20 group of leading industrialized and emerging market nations agreed in April to crack down on countries that failed to help out in cross‐border tax evasion cases. At the time, the OECD published a &#8220;grey list&#8221; of more than 30 countries that had agreed to improve transparency standards but had not signed the necessary international accords. To get off the list, governments had to sign at least 12 bilateral tax agreements in line with OECD standards. </br></p>
<p class="first"><span class="drop-cap">T</span>he OECD said the British Virgin Islands and the Cayman Islands had both signed pacts with New Zealand to give them the needed quorum. &#8220;Today the British Virgin Islands and the Cayman Islands take their place alongside other countries that have substantially implemented the internationally agreed tax standard,&#8221; said Jeffrey Owens, head of the OECD&#8217;s Center for Tax Policy and Administration. &#8220;Six jurisdictions have moved into this category since April,&#8221; he added in a statement. Leader of Government Business/Premier Designate, Hon. McKeeva Bush said: “For over four decades the Cayman Islands has steadily earned its place as a world‐class international financial services centre. The Cayman Islands Government sees the OECD’s recognition as a natural outcome of the country’s substantial commitment to uphold an equally world‐class international cooperation regime in the exchange of tax information.” </br></p>
<p>Mr Bush added: “The Cayman Islands Government is looking forward to working in partnership with competent authorities in implementing agreements it has signed, concluding additional agreements with Cayman’s important trading partners in financial services and continuing its active role in the OECD Global Forum, to which it committed to in 2000.” Mr Bush concluded that this move to advance the country&#8217;s various global commitments in the area of international cooperation and regulation is part of the recently‐elected United Democratic Party&#8217;s manifesto pledge to enhance and protect the industry. Anthony Travers, chairman of the Cayman Islands Financial Services Association (CIFSA), said, &#8220;We are pleased to see that Cayman’s position on tax transparency has now been recognized by the OECD.</br></p>

			<content:encoded><![CDATA[<p class="first"><span class="drop-cap">S</span>TAMP DUTY REDUCED BY A THIRD FOR FOREIGN INVESTORS BUYING IN THE SEVEN MILE BEACH AND GEORGE TOWN AREAS The Financial Secretary of the Cayman Islands has announced that there will be a temporary stamp duty reduction as part of an incentive package to investors to encourage activity within the <a href="http://www.irg.ky"><strong>cayman islands property</strong></a> market and maintain Cayman’s position as one of the world’s most desirable off shore property investment locations. Buyers will save substantial amounts on property purchases from April 1st 2009, when stamp duty will be reduced to 5% for a period of six months. The represents a significant 2.5% reduction from the usual 7.5% payable on purchases in the popular Seven Mile Beach and George Town areas.</br></p>
<p>There are no income taxes, annual property taxes, and inheritance or capital gains taxes in the Cayman Islands so unfortunately these cannot be reduced any further. However the Financial Secretary has simultaneously announced reductions in the import duty rates for building materials to help stimulate the local cayman property industry. The Cayman Islands have positioned themselves as the ultimate Caribbean island offering residents and visitors fabulous beaches, a safe and relaxed atmosphere with world class infrastructure and the highest standard of living in the region. Their economical and social stability have buffered the islands from any cayman property price fluctuations over the years and instead have shown gradual and steady appreciation in value, unlike the major markets in the world.</br></p>

			<content:encoded><![CDATA[<p class="first"><span class="drop-cap">M</span>agellan Associates sees more signs that the US housing market is stabilizing, this can be seen from data released by national real estate brokerage firm ZipRealty.</p>
<p>ZipRealty has reported a reduced amount of homeowners on their multiple listings service for another consecutive month. The amount of single-family homes for sale has declined reducing the amount of total listing in the US to just fewer than 700,000.</p>
<p>Senior analyst for Magellan Associates were told that on top of this data ZipRealty reports that of all markets combined the list price was stable and had only dropped a small percentage. Over the year the market had fell just under 3 percent, clear signs that the freefall has stopped.</p>
<p>California had the highest reduction in inventory showing a 50 percent reduction from this time last year, another signs of stabilization.</p>
<p>Sources from ZipRealty spoke to Magellan Associates saying that the buzz word in the industry right now is affordability, and where the banks have ownership of many homes now we are see big reductions as banks look to sell of the homes.</p>
<p>Magellan Associates analyst feel that if the number of houses listed keeps falling and that buyers are looking again then prices of homes and sales will increase. This will have a dramatic effect on the economy’s health. Magellan Associates have always said that a healthy US economy needs a healthy housing market. Signs have improved a huge amount compared to this time last year.</p>

The key to all our survival is the extent to which we learn the lessons of the ancients, who knew when to sow and when to reap, when to leave a field to “lie fallow”.  Modern man has fallen in love with his power, and in the course of his time, he has unlearned the balance he inherited.</p>

			<content:encoded><![CDATA[<p class="first"><span class="drop-cap">T</span>he third phase of improvements to the drainage system on the M3 between junctions 3 and 4 in Surrey will be carried out later this month.</p>

<p>The scheme will involve the Highways Agency replacing the existing verge drainage on the southbound carriageway with a new and more effective drainage system.</p>
<p>Work on a 1km (0.6m) stretch of motorway starts on Monday 22 June 2009 and is due to be complete by the end of September 2009, weather permitting.</p>
<p>The work will take place during the daytime and include narrow lanes and a 50mph speed limit enforced with average speed cameras. The speed reduction is in place to ensure the safety of drivers and the workforce. Some overnight lane closures will be required for the setting up and removal of traffic management.  Drivers are advised to allow extra time or vary their journeys, if possible.</p>
<p>Peter Scott, Highways Agency Project Manager, said:</p>
<p>&#8220;The result of this work will be improved drainage ensuring the carriageway remains safe and reliable for drivers. We are keeping three lanes open for drivers throughout the work. We are asking people to leave more time than usual for their journeys and to check the Highways Agency website before they set out.”</p></div>

<p class="first"><span class="drop-cap">T</span>he Highways Agency will use the exhibition at Newbury Racecourse on Friday and Saturday – 19 and 20 June – to highlight its resurfacing of the carriageway to keep the A34 in a safe and reliable condition.</p>
<p>In addition to resurfacing, the 12km (7.45 miles) of road between Chieveley and Tot Hill will also receive clearer markings and maintenance to the central reserve. </p>
<p>The exhibition will allow members of the public and other interested parties to see details of the work, which will involve some overnight carriageway and slip road closures. There will also be an opportunity for people to sign up for e-mail updates on the progress of the scheme and how it will affect their journeys. The maintenance is due to begin on 6 July and end in November.</p>
<p>Peter Scott, Highways Agency Project Manager, said:<br />
“The work will result in a smoother ride for road users on that stretch of the A34. Around 40,500 vehicles travel between Chieveley and Tot Hill every day. Doing the work now will minimise the need for maintenance in the future. The exhibition will enable the public to find out why the work is necessary and the benefits it will bring.</p>
<p>“The Highways Agency will minimise disruption to road users by carrying out the work at night, with two lanes remaining open during the day.”  The exhibition will be open between 2.30pm and 8pm on 19 June, and 10am and 2pm on 20 June.</p></div>

Domestic consumption of lumber has diminished, and the export market for lumber and pulp has been in decline for most of 2008. The only bright spot has been the increase in radiata pine log exports, reports the Wood Resource Quarterly.</p>

AUCKLAND/PRANGEL/April 28, 2009 &#8212; The lumber market in New Zealand (N.Z.) continues to be weak, and many sawmills are running at reduced operating rates due to falling domestic housing activity and a weak property market, reports Wood Resource Quarterly. Housing starts have trended downwards, with the total number of new dwellings at only about 60 percent of what it was just over a year ago.</p>
<p>In 2008, 24 sawmills closed, and it is expected that more plants will permanently shut down in 2009. Despite the reduced demand for sawlogs domestically, prices did not change much &#8211; in New Zealand dollars &#8211; as the log export market has been fairly strong. In U.S. dollars, domestic radiata pine sawlog prices averaged US$49/m3 in the 4Q/08, down from the 12-year high of US$68/m3 in the 1Q/08, according to the Wood Resource Quarterly.</p>
<p>The exports of radiata pine sawlogs have been one of the few bright spots in the forest products sector the past year. Shipments to the two major destinations, China and Japan, were higher in 2008 than in the previous two years, and total exports reached a five-year record of 6.6 million m3 last year. In the 4Q/08, the New Zealand market share of imported logs to Japan was a record 17 percent, up from about 10 percent in 2006 and 2007. In China, New Zealand supplied 15 percent of imported softwood logs, an increase from about four percent in 2006. Log exporters have recently been benefiting from a weak NZ dollar, lower freight rates and higher prices for logs from Russia, the dominant supplier of logs to Asia.</p>
<p>The weak New Zealand dollar has made pulp and sawmills more competitive as they now have some of the lowest wood raw-material costs, in U.S. dollar terms, in the world. This may sound like good news, but the problem is that demand for lumber and pulp in New Zealand&#8217;s major export markets is in decline. Another obstacle is that due to the global credit crunch, many of the log buyers in Asia cannot obtain a letter of credit to purchase more products. So, despite the low wood costs in New Zealand, there are limited opportunities for exporters to increase shipments under the current market conditions.</p>
